Eboue was told to pay an undisclosed amount by FIFA's Players' Status Committee three years ago.
The Ivorian was fined 30,000 Swiss francs (£21,000) in September 2014 for failing to comply with the decision and given four months to settle the debut, FIFA said.
The Black Cats sit 18th in the table, two points off safety but with a game in hand over 17th-place Norwich.
They have two home games coming up, against West Brom this weekend and Leicester the week after, before a trip to the Norwich on 16 April.
