Private firms could be stopped from issuing excessive penalties

Talks are to begin on whether private firms should be banned from levying “rip-off” parking charges or “excessive” penalties for exceeding the time limit.

The amount and type of information that the Driver and Vehicle Licensing Agency is expected to provide to private parking operators will also be discussed.

Restrictions on the “aggressive” use of bailiffs to collect unpaid fines might be imposed.

Firms could also be required to give motorists the benefit of the doubt where signs about parking rules and charges are unclear or missing.

Communities and Local Government Secretary Eric Pickles said the move was part of his campaign to help high streets attract customers by easing draconian parking rules.

“We need to look at whether private firms are charging excessive fees or fines simply for parking,” Mr Pickles said.

“Nobody should endure the stress of being clobbered with a huge bill for driving to the shops.

“This discussion paper will allow people to raise issues about the way private and public parking firms operate and charge motorists.”

The consultation covers parking on private land and sites owned by public authorities.
