Police cleared of misconduct as inquest rules Mark Duggan was 'lawfully killed'

POLICE marksmen who killed a suspected gangster and sparked riots in 2011 were cleared of misconduct yesterday.

The Independent Police Complaints Commission finding underlines last year’s inquest verdict that Mark Duggan was lawfully killed in a police ambush in Tottenham, north London.

It is likely to be challenged by his family who are convinced he was “executed” by police.

Fury over the shooting led to riots in which five people died.

The inquiry ruled the officer thought Duggan, 29, had been pointing a gun at him.

An earlier inquest ruled he was lawfully killed despite not holding a gun.

The IPCC’s Rachel Cerfontyne urged police to record all covert operations: “It is vital no stone is left unturned,” she said.
