Nick Clegg plans to cut income tax and invest in the NHS

The ideas include raising £200million by abolishing the Tories’ shares-for-rights scheme, placing greater restrictions on capital gains tax exemptions, capping working age benefits at one per cent for two years and removing the winter fuel payment and free TV licences from pensioners paying higher-rate tax.

The Lib Dem leader was also expected to outline his party’s key priorities including further income tax cuts and investing in the NHS.

He was expected to say today: “We have a plan to build a stronger economy and a fairer society, which means we will cut less than the Conservatives and borrow less than Labour… to protect our economy and invest in schools, hospitals and public services... a plan with a heart as well as a brain.”
