The 'secret plans' referred to in this article (if they indeed exist) refer to people with incomes in excess of £70,000 a year. When the majority of the population before tax earn less than £25,000 a year by no stretch of the imagination can £70,000 a year be described as the income of middle earners.

This article is very disingenuousand and could accurately be described as misleading and meaningless propaganda.

In fact middle and low earners could benefit if taxation on those earning more than £70,000 a year (and that would include MP's and government ministers) was increased a bit.
